Laws Concerning Youth in Poland

All the laws that apply to Poland are gathered on the dedicated website called Internetowy System Aktow Prawnych (Internet System of Acts of Law). Due to the fatal efficiency of the website it was quite difficult to find the acts that apply directly to youth in Poland; however after further research there has been certain Acts investigated which specify those that were involved with the youth and children in the country. It was mainly focused on education and employment aspect of the legislation.

By checking the list of youth policies many acts have been constantly repeated or improved in recent years. Poland was a problematic task to accomplish because each act requires a deeper translation from Polish to English and due to the short time given for this task there was a limited time to read each act which could be many pages long. These acts which have been chosen, reflect the youth policies in Poland and are followed by the Polish legislation.
 

2013

  • Employment promotion and labour market institutions Act (Dz.U. 2013 poz. 674)
    Academic Careers Office - means that the unit works to activate students' professionals and college graduates, conducted by a university or student organization to which tasks should be 
    In particular:
    a) Providing students and graduates of higher education labour market information and opportunities for raising professional qualifications,
    b) Collecting, classifying and sharing job offers, internships and apprenticeships,
    c) Maintaining a database of students and graduates interested in finding a job,
    d) Assist employers in attracting suitable candidates for vacancies and placements,
    e) Assistance in active job search;

2012

  • Amending the Regulation on the conditions and method of evaluation, classification and promotion of pupils and students and conducting tests and examinations in public schools Act (Dz. U. 2012 poz. 262)
    Amending the Regulation on the conditions and method of evaluation, classification and promotion of pupils and students and conducting tests and examinations in public schools.
    Professional examination is carried out for:
    Students of basic vocational and technical schools and students (learners) of post-secondary schools;
    Graduates of vocational schools, technical and post-secondary schools;
    Persons who have completed a qualifying professional course.

2011

  • In relation to detailed rules according to the activity of public institutions, terms of the children's and young person's presence in those institutions and the amount and rules of tuition payment by parents for the stay of children and young people in these institutions Act ( Dz. U. 2011 poz. 631)
    The Regulation Defines:
    Types and detailed rules of the activity of public:
    a) Educational institutions
    b) Youth detention centres, youth centres, social therapy, special centres of educational institutions and special educational centres for children and young people requiring special learning organization, working methods and education.
    d) Establishments providing care and education students during the period of study outside the place of permanent residence
    2) The conditions of attendance of the children and youth in institutions;
    3) The amount and conditions of payment paid by parents for the stay of children in institutions.

2010

  • The Polish Republic bound by the Agreement from 4th December 2009, between the Polish government and the Federal Republic of Germany to amend the annex no.2  to an article 14 of remuneration and expenses part 1 - base salary table 2 of the Statute of staff salaries organizations ''Polish-German Youth Cooperation'' an integral part of the Agreement of 1 October 2003 between Polish government and Federal Republic of Germany on the Statute of personnel and financial rules of the ''Polish-German Youth Cooperation'' organisation. (Dz. U. 2010 poz. 185)
    The Council of Ministers of the Republic of Poland on 12th May 2009 gave a permission to bond a Polish republic of agreement between the Polish government and the Federal Republic of Germany to amend the annex to the article 14 of remuneration and additions such as salary, wage, Table 2 of the Statute of the organization's staff ''Polish-German Youth Cooperation'' constituting an integral part of the agreement from the day of 1st October 2003  between Polish government and Federal Republic of Germany on the Statute of personnel and financial organization's rules of ''Polish-German Youth Cooperation'' by exchanging notes.

2008 

  • On detailed conditions for the grant of regional or local programs equalizing educational opportunities for children and youth in 2008, conditions to be met by these programs, entities performing such evaluation programs and the method and procedure for the selection of programs, which will be awarded by funding. (Dz. U. 2008 poz. 1059)
    The specific terms of funding regional or local programs equalizing educational opportunities for children and young people covered by the government program of equalizing educational opportunities for children and young people in 2008,'' Activation of units of local government and non-governmental organizations ", established resolves No. 179/2008 of the Council of Ministers of 16 September 2008 on the government program of equalizing educational opportunities for children and youth in 2008 "Activation of local government units and non-governmental organizations";
    The conditions that must meet regional or local program of equalizing educational opportunities for children and youth, hereinafter referred to as "the program";
    Part of necessary funds of their own to claim a grant funding
    The evaluators of the programs
    Manner and method of selection of programs, which will be awarded funding
  • Notice of the consolidated text of the Law on Employment Promotion and labour market institutions. (Dz. U. 2008 poz. 415)
    This act concentrates on employment and counteracting unemployment as well as facilitateing employment of school graduates.

2004

  • The Act of 20 April 2004 on employment promotion and labour market institutions. (Dz. U. 2004 poz. 1001)
    The Act defines the tasks of the state in the promotion of employment and alleviating the effects of unemployment.  
    The tasks of the state in the promotion of employment mitigate the effects of unemployment and occupational activation are carried out by labour market institutions operating in order to:
    1. Full and productive employment;
    2. The development of human resources,
    3. Achieve a high quality of work;
    4. Strengthening the integration and social solidarity.
