Laws Concerning Youth in France

In this document we list all the different laws that have been voted in France over the past fifty years regarding youth policy. The laws are related to various topics, such as youth employment, education and transition to working life, security, social integrity and culture. Moreover, the vote of ordinances can be framed by the « Loi du 26 juillet 2005 habilitant le gouvernement à prendre, par ordonnance, des mesures d’urgence pour l’emploi.» This law allows the government to legislate by ordinances in order to accelerate the decision process.

Two of the six subjects directly related to youth policy that the government is allowed to legislate by ordinances are: encouraging the hiring of young people under 26 by neutralizing taxes for small companies, and creating an insertion system for young people without qualification. 2014

  • Loi du 5 mars 2014 relative à la formation professionnelle, à l’emploi et à la démocratie sociale.
    One of the different provisions of the law is to have a fund for the formation in priority of unemployed people, employees with low qualifications, young people under work-study contracts and employees who work in small companies.

2012

  • Loi du 26 octobre 2012 portant création des emplois d’avenir.
    This law creates public jobs for young people living in poor urban or rural areas, who have little or no qualifications, in order to help to fight against the augmentation of youth unemployment.

  • Loi du 1er février 2012 visant à renforcer l’éthique du sport et les droits des sportifs.
    The main goal of this law is to fight for sport ethics and against corruption, and also to protect sport rights. One of these two rights that are listed in the law is to oblige formation centers to allow young people to both study and practice sport.

    This law provides a citizen service for young offenders within a military framework.

2010

  • Loi du 27 juillet 2010 relative à l’action extérieure de l’Etat.
    This law introduces the creation of ‘Campus France’, a public institution that will promote French studies, welcome foreign students, provide scholarships etc.

    This law introduces a civic service that frames an assignment of general interest.

2007

  • Loi du 21 août 2007 en faveur du travail, de l’emploi et du pouvoir d’achat.
    One of the different provisions of this law is to exempt income taxes for students under 26 that work and earn less than three times the minimum wage per month.

  • Loi du 21 avril 2006 sur l’accès des jeunes à la vie active en entreprise.

  • Loi du 18 avril 2006 modifiant la loi du 22 octobre 1999 portant organisation de la réserve militaire et du service de défense.
    An amendment, voted by the national assembly, frames a period of military initiation based on volunteering, especially for young people.

  • Loi du 31 mars 2006 sur l’égalité des chances.
    The main goal of this law is to foster youth employment in sensitive urban areas by fighting against discrimination and insecurity.

    One of the three objectives of this law is to give a better access for women and young girls to professional training and apprenticeship by encouraging employers to promote gender equality.

2005

  • Ordonnance du 2 août 2005 relative à la mise en place au sein des institutions de la défense d’un dispositif d’accompagnement à l’insertion sociale et professionnelle des jeunes en difficulté.
    The main objective of this ordinance is to create an edict that would help young people in school who are failing or who are marginalized. These young people will be offered training from 6 months to a year, including remedial education and vocational training.

  • Ordonnance du 2 août 2005 relevant certains seuils de prélèvements obligatoires et tendant à favoriser l’exercice d’une activité salariée dans des secteurs professionnels connaissant des difficultés de recrutement.
    One of the different objectives of this law is to encourage young people to find jobs in sectors that have difficulties of recruiting by offering them a tax credit.

  • Ordonnance du 2 août 2005 relative aux conditions d’âge dans la fonction publique et instituant un nouveau parcours d’accès aux carrières de la fonction publique hospitalière et de la fonction publique de l’Etat.
  • This ordinance includes two measures. One is to suppress the age limits for most of the recruitments within the public workforce. The other one is to create a new method of recruitment that will allow young people to have a work-study contract in the field of administration.

  • Loi du 18 janvier 2005 de programmation pour la cohésion sociale.
    One of the main provisions of this law is to help 800,000 young people who have difficulties in finding a job by giving both fiscal incentives and improving the remuneration of the apprentice.
