Introduction

The Organization for Youth Education and Development (OYED) is an establishment that seeks to promote the interests of young people on a European level. In order to support this youth agenda the OYED is proposing a common EU policy relating to young people, comprised of 10 points. This proposal addresses some of the most pressing challenges faced by young people in the European Union today.

The OYED believes it to be a gross injustice that the opportunities and level of social inclusion that a young individual can expect is dependent on which country they inhabit. There is a clear imbalance within the European Union, which if left unchecked will perpetuate the current trend and threaten European cohesiveness. This proposal seeks to lift the cap on aspiration on a European level.

This memorandum therefore exists to reinforce this common EU policy proposal as it contains extensive research regarding governmentally funded youth programs and initiatives in every EU member state. The broad scope of this research highlights loopholes in existing policies in one or multiple member states, aiding EU legislators to tailor a more effective approach. Over the course of this research three overarching issues have arisen which must be addressed: social mobility, opportunities for young people, especially linking education to work and entrepreneurship and innovation, and political engagement.

The purpose of this program is to help the young people belonging to socially vulnerable teams in their fight against social exertion. Beneficiaries are people aged between 18 and 30. On some occasions, this age group could include people up to 35-years-old. There could be legal support for penal, civil, labor and for administrative legal disputes.

The Mediterranean Youth Office is a non-governmental organization with the purpose of encouraging development in young people in the Mediterranean region. The National coordinative carriers for Greece are the General Secretary of New Life and the Ministry of Youth and Religion. 16 countries are going to participate: Albania, Bosnia-Herzegovina, Croatia, Cyprus, Egypt, France, Greece, Italy, Libya, Malta, Montenegro, Morocco, Slovenia, Spain, Tunisia and Turkey.

The program has been developed in order to raise awareness among the Greek society and help it recognise the negative effects of violence among pupils and young people.

The central axis of this program is the sustainability importance of the protection of Greek biodiversity, as a matter of the intergeneric solidarity principle, in the environmental sector, according to which, every generation has to give to the next what it receives from the latter, at least in the same natural environment level. The ultimate goal of this program is to sensitize the youth so that it becomes more interested in the environmental problems.

This Program of the General Secretariat of New Ages, „Scientific Support of the New Farmers„, has been already included in a multi-axis framework, in order to promote the „Green Development„ in Greece, the decentralized policy for the young people, as well as any cooperation on central or peripheral levels. The purpose is to cooperate with university communities in order to make the new farmers more competitive by teaching them new methods or proposing them more innovative techniques for all the stages of the agricultural production. The program has already been started from October 2010 and it was first addressed to young people in Argolida, Achaia, Karditsa, Lakonia, Salonica and Serres municipalities.

The universities chosen to take part in the cooperation are: Higher Technological Educational Institute of Piraeus (Department of Automate Machines), the Higher Technological Educational Institute of Messologi (Department of Mechanology and Water Resources) and the Technological Educational Institute of Larissa (Department of Animal Productivity).

The Ministry and the New Secretary of Youth Age via the program Triptolemos offers Greek people aged 24 to 40 to register for short-term education in certain universities, in order to acquire new skills. The program will take place during the second semester of 2014.

The Greek Government and the Secretariat have organized programs which are renewed every year with the aim of giving young people in Greece the chance to work during their vacation.
